The Netherlands international has been unable to break into the first team at Camp Nou since moving to the club for £4m, and is thought to be considering his options.
Spurs manager Harry Redknapp is considering his options after repeated frustration in the transfer window thus far.
He has been unable to strengthen his team as he would like, and believes Afellay would improve things dramatically.
However, the position of the Dutchman in the Tottenham team would be an intriguing prospect.
While it would only increase rumours that Luka Modric would be sold, Afellay could also contend with Aaron Lennon on the right.
With Arsenal set to win the race to sign Juan Mata from Valencia, Tottenham appear to be looking elsewhere in La Liga to improve their squad.
