Dzeko has struggled for minutes at the Etihad this season, and Reds boss Brendan Rodgers is looking to bolster his attacking stocks with Mario Balotelli and Rickie Lambert expected to leave the club in the summer.
Chelsea are also believed to be interested in the Bosnian international, but Metro reports Liverpool are the front-runners in the chase for the former Wolfsburg man.
Dzeko joined City in a £25m deal in 2011 and has an excellent goalscoring record in the Premier League, but has dropped down the pecking order under current boss Manuel Pellegrini.
The 29-year-old has scored 50 goals in 130 league appearances for City, but has started just 11 games this season due to the good form of number one striker Sergio Aguero.
Danny Ings, Christian Benteke and Steven Jovetic have all been linked to the Reds, but it now seems Brendan Rodgers will make a move for the Bosnian ace.
With Daniel Sturridge unavailable for at least the opening month of the season, Dzeko could be a viable option for a Reds side that struggled for goals this term.
