Spurs secured Holtby on a pre-contract agreement earlier this month, with the 22-year-old initially agreeing to join the club in the summer on a free transfer.
But the injury to defensive midfielder Sandro, who will miss the rest of the season after tearing his cruciate ligament, plus Schalke’s willingness to do business this month has encouraged Spurs to bring the transfer forward.
Andre Villas-Boas is short of midfield options but admitted after the 1-1 draw with Manchester United on Sunday it would be difficult to sign the Germany international this month.
The Portuguese was, however, favourably impressed with the midfielder’s fine showing in Schalke’s 5-4 win over Hannover last week, in which Holtby grabbed a goal and two assists.
Spurs chairman Daniel Levy is notoriously unwilling to pay over the odds for players but there is expectation in Germany that Holtby will join Spurs this month.
Schalke have already signed attacking midfielder Raffael from Dynamo Kiev and are close to landing Brazilian creative midfielder Michel Bastos from Lyon.
