Hoops boss Harry Redknapp is also interested in signing Jake Livermore, David Bentley and Jermaine Jenas from his former club but is likely to wait until Thursday before tabling bids.
The struggling West London club also made a hopeful enquiry about Scott Parker but Spurs have told QPR that the 31-year-old England international is not for sale.
Townsend, however will be reunited with Redknapp until the end of the current campaign.
The 21-year-old was tipped to have a big future by Spurs head-coach Andre Villas-Boas earlier in the season but has made just five substitute appearances in the Premier League all season.
The young winger has spent time on loan at no less than eight Football League clubs since 2009 but failed to make Villas-Boas’ weakened line-up for Sunday’s FA Cup defeat at Leeds United.
Spurs have already sent Spaniard Iago Falque to a La Liga promotion hopefuls Almeria on loan until the end of the season and the departure of fleet-footed Townsend leaves the North Londoners short of cover for Aaron Lennon and Gareth Bale on the flanks.
