The two clubs have already agreed the fee, with the Brazil international having been on Merseyside the past two days undergoing a medical and discussing personal terms with the Reds.
Now all that needs to be done is for the Merseysiders to apply for a work permit and then the transfer can go through before the 23.00GMT cut-off point on Thursday, when the January transfer window slams shut.
And, Inter president Massimo Moratti has given the one-time Vasco de Gama playmaker his blessing to leave San Siro, telling inter.it: “There are opportunities there to be seized. Sometimes certain players need the chance to play more.
“And that’s why I think this could be a great opportunity for a Coutinho, and a deal that could go very well for us too.”
Meanwhile, Liverpool manager Brendan Rodgers is still hopeful of further new additions arriving at Anfield, saying: “We hope to do some business between now and the end of the month.
“The owners have been brilliant in supporting (me), we knew we were maybe a little bit short in the summer.
“We all agreed this was a month we would try to reinforce, if we could.”
