According to the Daily Express, United may not be willing to go that high in their chase for the talented young Spanish international, though Manchester City could provide competition for Chelsea.
The likes of Liverpool, Barcelona and Real Madrid have also been linked with the 22-year-old in the past, with Koke establishing himself as one of the best young midfielders in the world.
The creative attacker, compared with Spain legend Xavi, played a major role in Atletico’s La Liga title win and run to the Champions League final last season.
