The Gunners joined City in their pursuit of the former United star last week, with reports claiming that Arsene Wenger will make a £40m bid of his own.
However, Chelsea believe they hold the key to Pogba’s future as they are prepared to offer Juventus target Ramires up in part exchange.
The Serie A champions had been thought to be targeting a move for PSG’s Marco Verratti should Pogba move on, but could be tempted to change their minds with Chelsea’s intriguing offer on the table.
Pogba only penned a new deal with the Italian giants earlier this year, but Chelsea are convinced that Juve will be open to offers at the right price.
