The Gunners’ chief scout Steve Rowley will watch the Brazilian-born Spain international in action in the final two matches before Spain’s winter break begins – the Copa del Rey clash against Sant Andreu and Levante’s visit to the Vicente Calderon in La Liga.
The 25-year-old has been on sensational form for Diego Simeone’s side this season, netting 17 goals in 16 league matches and propelling Atletico to joint top of the table, leavel on points with Barcelona and ahead of local rivals Real Madrid.
Arsenal boss Arsene Wenger tried to sign forwards Luis Suarez and Gonzalo Higuain in the summer but failed to land a striker, meaning first choice front-man Olivier Giroud is in danger of burning out in the second half of this season.
Costa reportedly has a buy-out clause of £32m but the player would be ineligible to play for Arsenal in the Champions League, having already featured for Atletico this term.
