The Uruguayan forward has been on dazzling form for the highly-flying Serie A outfit this term, netting 18 goals in just 19 appearances.
Arsenal boss Arsene Wenger admitted early this month that he is an admirer of the 25-year-old, while Man City have been frequently linked with the Uruguay international, who may be viewed as a long-term replacement for AC Milan-bound Mario Balotelli.
But De Laurentiis has insisted that the striker will not be sold this month unless his €63m (£53.3m) release-clause is met.
“I have already said before that Cavani is not for sale. So we will have to wait and see whether someone is willing to pay his buy-out clause, and if the player wants to join that club,” the Partenopei president told Corriere dello Sport.
Napoli currently sit just three points behind league leaders Juventus in Italy and are through to the last-32 of the Europa League.
Cavani was on target at the weekend as Walter Mazzarri’s men ended Parma’s unbeaten home record this season with a 2-1 victory.
