Spurs have already sealed a pre-contract agreement with Holtby, with the 22-year-old currently set to move to White Hart Lane as a free agent in the summer.
But following a season-ending injury to Sandro, Spurs are eager to bring Holtby’s move forward to this month.
Schalke rejected a bid of £800,000 from the North Londoners last week and are reportedly holding out for £1.6m.
“Spurs have increased their offer for Holtby, but only slightly. It is still not acceptable. We have to wait,” Schalke’s general manager Horst Heldt is quoted as saying by Sky Sports.
Sources in Germany still expect Holtby to join Tottenham before the end of the month, with the Bundesliga club set to sign Lyon’s Michel Bastos to replace the Germany international.
Heldt insisted that a deal for the Brazilian was not yet in place however.
“There’s nothing new to add on Holtby or Michel Bastos. We haven’t opened talks with Lyon yet.
“Tottenham have only marginally improved their offer for Holtby, but it remains unacceptable for us. We will have to wait and see what happens.
“Feasibility is what it’s all about, not wishes.”
