The Toffees called a press conference for 7pm earlier this evening, but left fans sweating for over two hours before making the news official.
Lukaku spent last season on loan at the club, and scored 15 Premier League goals, becoming a firm fan favourite in the process.
Everton have already signed another former loanee, Gareth Barry, during this transfer window, as well as Bosnian international Muhamed Besic.
David Henen, an 18-year-old striker who currently plays for Anderlecht and shares the same agent as Lukaku, is through to be close to becoming Roberto Martinez’s fourth addition.
