The Gunners could secure a bargain but the likes of Man City and Liverpool are also in the hunt.
Birmingham City have slashed their initial asking price for Arsenal and Manchester City target Jack Butland to just £3.5m in a desperate attempt to persuade one of the Premier League giants to bidding, reports the Daily Telegraph.

Butland, who has also been watched by Liverpool, Fulham and Southampton, will be allowed to leave St Andrew’s this month, despite making the number one shirt his own this season.
Birmingham are facing the prospect of administration if they fail to ease their present financial woes and talented youngster Nathan Redmond will also be offloaded to the highest bidder this month.
The Blues rejected a £6m bid for Butland from Saints in June but it is now understood that they will accept an offer of just £3.5m up front, with a series of performance related add-ons potentially taking the deal to £6m in the future.
Arsenal are understood to be the most serious contenders for 19-year-old Butland, who was part of England’s Euro 2012 squad before playing for Team GB this summer.
Gunners boss Arsene Wenger has reportedly lost faith with current number one Wojciech Szczesny and believes that Butland can be the latest young British player to excel for his talented side.
