Cesar has endured a topsy turvy six months since joining the Premier League strugglers from Inter Milan in August.
But the Premier League giants both have goalkeeping issues and have identified the Brazil international, who was named in Luis Felipe Scolari’s squad for next month’s friendly with England, as an experienced solution.
Sir Alex Ferguson has reportedly lost faith with young Spaniard David De Gea, while Arsenal boss Arsene Wenger is unconvinced by Polish stopper Wojciech Szczesny.
Cesar, 33, spent seven years at the San Siro before moving to Loftus Road and was widely considered the finest goalkeeper in the world ahead of the 2010 World Cup.
But the custodian quit Inter after losing his place in the Nerrazzuri first-team and surprisingly moved to Loftus Road.
Hoops boss Harry Redknapp has been impressed with Cesar since replacing Mark Hughes in Novemeber but ex-England ‘keeper Rob Green is also on the R’s books and the former Tottenham manager wants to get one of his goalkeepers off the wage bill to free up funds for a new striker.
Arsenal and Manchester United are ready to test Redknapp’s resolve to hold on to Cesar and could table a bid before the end of this month.
The Gunners have also been linked with Roma goalkeeper Maarten Stekelenburg, while United are reportedly considering a move for Barcelona’s Victor Valdes.
