Gunners boss Arsene Wenger has reportedly watched Williams a number of times this season and is ready to bid for the Wales international this summer.
But Reds manager Brendan Rodgers also wants to sign his former Swans captain and the Premier League giants, who meet this weekend, are ready to go head-to-head to land the 28-year-old.
Williams signed a new deal at Swansea in October but it is understood that the South Wales club are still bracing themselves for bids for the centre-half at the end of the season.
The former Stockport County man was again in fine form as Swansea kept Chelsea at bay in the second leg of the League Cup semi-final at the Liberty Stadium on Wednesday night, excelling with several key blocks and interceptions.
Both Wenger and Rodgers believe Williams is the man to shore up their leaky back-lines and the player is thought to be keen to player Champions League football before long.
Despite landing Joe Allen in the summer, Rodgers promised Swansea he would not try to lure any of their players until Anfield for at least a year and Williams is reluctant to leave Swansea this month, with the League Cup final now on the horizon.
